Palm Vein Scanner
The people's reactions are a little odd as what is being scanned is not tattoo'd numbers but veins.
Interesting that they are scanning veins for identification as this certainly implies the veins are unique to individuals with consistent paths over periods of time.

Japanese businesses and schools have successfully used this tehnology since 2004 to secure doors, computer log-ins and ATMs.

PalmSecure uses light waves near the infrared section of the electromagnetic spectrum to scan the palm of a person's hand and identify patterns of veins, which like fingerprints will not change in his or her lifetime except in the case of injury or disease.

A few years ago I found an article describing that 'palm vein' biometry is even more reliable than 'fingerprint technology':
